The only way to redeem promo codes in Pokémon GO is to visit the game's official web store. After clicking the link, look for the 'Offer Redemption' button at the top of the page. Click this, and you'll be taken to the right page, where you can sign in to your Pokémon GO account and enter a promo code. Finally, hit the 'Apply' button to claim your rewards.
